POSITION: Accounting Services — Payroll Specialist
QUALIFICATIONS: 1. Minimum, High School Diploma with twenty-four (24) earned semester hours in business related field;
2. An earned Associate Degree in a business-related field, preferred;
3. Minimum of five (5) years work-related experience;
4. Knowledge and understanding of accounting practices, financial operations, programs, fund accounting, payroll preparation, deductions and reporting requirements;
5. Knowledge of federal, state, and local regulations and policies governing school payroll and benefits
6. Knowledge of policies and procedures for calculating timesheets, benefits, supplements, and twelve-month installment
7. Ability to prepare, read, and comprehend a variety of job related forms and reports
8. Ability to communicate with all employees by explaining and answering questions and to communicate with banks and other companies
9. Analytical and logic skills to determine when a deduction or payroll does not balance, whether or not payroll calculations are correct, and how to correct errors
10. Ability to calculate pay for hourly employees,
11. Ability to maintain confidentiality regarding sensitive payroll issues
12. Ability to handle multiple responsibilities at the same time and meet required deadlines
13. Extensive knowledge of and experience with Microsoft Office and Google products required; Education Management System and SchoolFunds experience, preferred;
14. Must possess the visual acuity to prepare and use data, operate a computer, office calculator, and other office equipment;
15. Demonstrated organizational skills.
16. Ability to work additional hours beyond 40 hours in the week if the work load requires
REPORTS TO: Director of Fiscal Services/Finance Officer
JOB GOAL: Provide accurate accounting duties to ensure effective fiscal operations
PERFORMANCE RESPONSIBILITIES:
- Maintains absences for Central Office employees and maintains Timekeeper timesheets for Central Office classified employees and appropriate comp time balances
- Prepares and enters data for monthly payroll payments computing proper payment according to employees' status
- Edits payroll by reviewing data submitted from schools regarding hours and days worked as well as absences
- Verifies changes in salaries and employment status as authorized by the Department of Human Resources
- Records 12-month pay option for appropriate 10-month employees
- Enters data for employee benefit deductions
- Processes payroll deductions for garnishments, SECU, United Way and approved professional Organizations
- Maintains employee records for benefits deductions
- Prepares wage verifications as requested
- Prepares monthly invoices to schools or outside vendors for funds due to payroll
- Set up payroll accounts and offset accounts as needed
- Manages Insurance bank account
- Processes (prints, sorts, and folds) checks and/or direct deposits
- Processes monthly liability checks associated with payroll
- Files monthly check registers for payroll and accounts payable
- Assists with upgrading and maintaining salary tables
- Assists with development and setup of payroll calendars
- Assists with the preparation and processing of required payroll reports for submission to outside agencies, such as federal and state tax and NC retirement reports Assists with the preparation of W-2 forms for all employees
- Assists with the preparation of local supplements twice a year for employees
- Assists with setting up new employees and calculating payouts for final paychecks to employees Prepares adjusting journal entries as needed
- Reviews all temporary assignment of personnel forms and routes within the department
- Reviews monthly Personnel Activity Reports as submitted and reconciles quarterly and annually as required by Federal Grantors
- Assists with inclement weather communications as it relates to payroll Provides other such duties, which may be assigned.
SALARY: Edgecombe County Public Schools Classified Salary Schedule (Office12O64)
TERMS OF EMPLOYMENT: 12 months/8 hours per day, or as determined by funding/program needs.
EVALUATION: Annually, Classified Personnel Appraisal Instrument
