JOB DESCRIPTION
POSITION: Assistant Superintendent of Human Resources
QUALIFICATIONS:
- North Carolina Teacher Licensure
- Classroom Teaching Experience
- Master’s Degree in School Administration required (Doctorate preferred)
- Minimum of 5 years supervisory/administrative experience required (prefer experience as a public school principal)
- Excellent communication skills (oral and written)
- Excellent human relations skills
REPORTS TO: Superintendent
JOB GOAL: To provide leadership in collaboration with other district leaders to ensure that the school district recruits, retains, develops, recognizes, and rewards a high-quality workforce that can manage ongoing change successfully while meeting the diverse needs of
students, parents, and the community.
DUTIES AND RESPONSIBILITIES:
- Oversees the Human Resources Department and Central Office reception area
- Supervises the hiring process of all staff including the licensure process for certified staff
- Supervises the approval process of substitutes/coaches
- Reviews criminal backgrounds in consultation with the Superintendent
- Determines salaries, in consultation with the Finance department
- Coordinates employee benefits
- Coordinates inductions, orientations and training for new hires, substitutes, coaches and other categories of employees, as needed
- Manages personnel records and evaluation process for all employees
- Oversees improvement plans for employee disciplinary/performance issues in conjunction with principals/Board attorney/supervisors
- Oversees administration of Worker's Compensation, Disability and Retirement
- Investigates employee complaints/concerns
- Oversees requests to view personnel files
- Coordinates unemployment complaints/concerns
- Oversees website updates including posting vacancies
- Coordinates district recruitment/retention efforts
- Serves as Board of Education’s Policy Committee liaison
- Coordinates placement of student teachers
- Supervises the sharing of information with the Finance team
- Supervises the implementation of TalentEd and Online Records
- Meets with appropriate groups to provide relevant Human Resources’ information
- Exercises confidentiality in personnel matters
- Oversees Student Records
- Creates and executes plan for human resources and organizational development in alignment with the district’s strategic plan.
- Facilitate, supervise, and evaluate activities and performance of human resources staff.
- Establish and maintain an organizational structure for providing assistance and support to individual schools for effective operation.
- Interprets and communicates existing personnel policies and procedures to staff as needed.
- Facilitates meetings and professional development on personnel-related topics and issues for administrative staff.
- Provides guidance in collaboration with the finance director in the allotment planning to schools and departments.
- Provides oversight of the employment of non-licensed personnel for all schools and administrative departments.
- Provides guidance and direction for office support personnel engaged in the daily operational duties of the department.
- Investigates, analyzes, and makes decisions regarding personnel problems and issues.
- Provides guidance to the Board of Education in reviewing and updating board policies.
- Serves as a designated mediator for parents and school personnel in problem-solving sessions as assigned by the Superintendent.
- Provides oversight of the development and management of the Title II Federal Program budget following federal and state laws and policies.
- Seeks ways to improve or enhance the efficiency and effectiveness of programs, operations, and processes in the system.
- Provides supervision of the district’s Child Nutrition program.
- Assumes a leadership role on the Superintendent's Cabinet to assist with short- and long-range strategic planning.
- Stays abreast of current research and best practices in human resources management and development.
- Serves as the district’s athletic director
- Performs other duties as assigned by the Superintendent.
TERMS OF EMPLOYMENT: 12 months
SALARY: In accordance with state and local salary schedule
EVALUATION: Annually, or as determined by the Superintendent
